Information on fingerprinting procedure for international TPU students

All international students who entered the Russian Federation, except for citizens of the Union State of Russia and Belarus (arrived fr om the Republic of Belarus) shall go through the following steps:

Step 1 (You need to make a Notarized translation* of the passport into Russian)

Get migration registration at place of residence (Federal Law N 109-FZ of July 18, 2006 (as amended on February 24, 2021) “About the migration registration of foreign citizens and stateless persons in the Russian Federation”).

Pay attention
After migration registration, you need to go through a medical examination (step 2), and fingerprinting procedure (step 3) within not more than 90 days of the date of entry into the Russian Federation.

Step 2. Go through a medical examination (name of the service “Medical examination of foreign nationals and stateless persons in order to obtain a temporary residence permit, permanent residence permit, and work permit in the Russian Federation”) in one of the two medical centers* that have a special license:

*As of 12.01.2022. The number of medical centers can be increased by the decision of the Administration of Tomsk Region  

  •  “Tsentr mnogoprofil'nogo meditsinskogo obsluzhivaniya” (Comprehensive Health Center). Address: 15, building 1, Irkutsk tract, Tomsk. Tel.: 48-25-25 (Иркутский тракт, 15, строение 1). Opening hours: on weekdays from 8.00 a.m. to 5.00 p.m. Appointment call is not required. Examination cost: 4,050 rubles.
  • Tomsk Phthisiopulmonological Medical Center. Address: 68 Krasnoarmeyskaya street, Tomsk (улица Красноармейская, 68). Opening hours: on weekdays from 9.00 a.m.to 5.00 p.m. Appointment call by tel. 60-77-78, 60-75-80. Examination cost: 4,200 rubles.

For medical examination, you have to submit:

  • Passport;

  • Migration card and its copy;

  • Visa and its copy (if available)

  • Information on the place of registration in the Russian Federation

  • Result of fluorography (Chest X-ray) done in the Russian Federation no more than 6 months ago (if available)

 “Medical examination of foreign nationals and stateless persons to obtain a temporary residence permit, permanent residence permit, and work permit in the Russian Federation” includes testing for infections (HIV, syphilis, tuberculosis), the presence of narcotic drugs, psychotropic and other toxic substances, and examination by the doctors (infectionist, psychiatrist-narcologist, phthisiatrician, dermatovenereologist), fluorography of the lungs. 

Step 3. Within 90 days of the date of entry into the Russian Federation, undergo fingerprinting procedure. Address: Tomsk, Uchebnaya 8 (Учебная, 8) street (Department for Migration, Department of the Ministry of Internal Affairs of Russia for Tomsk Region).

For fingerprinting, you have to submit:

• ID/ Passport;

• Notarized translation* of the passport (except wh ere the information in the ID is in Russian)

• Certificate of medical examination (issued not later than 1 month ago)

*Extra fees may occur for notarized translation.

After fingerprinting procedure, a foreign citizen is issued a laminated form (card) with a photo image and the owner’s data.

Mandatory state fingerprint registration and photographing are carried out by the local departments of the MVD once, without charging any duties, regardless of the number of entries into/exits from the Russian Federation.

“The mandatory state fingerprinting and photographing are carried out by the local departments of the MVD once, and the document is issued with validity term, therefore, foreign citizens who entered the Russian Federation before December 29, 2021, have the right to go through this procedure in advance, prior to their exit from and subsequent entry into the Russian Federation.”

In case of failure to go through the mandatory state fingerprint registration, photographing and (or) medical examination, the period of the foreign national’s stay in the Russian Federation will be reduced.

In accordance with the Federal Law of July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation”, foreign students who entered the Russian Federation after December 29, 2021, must go through mandatory state fingerprinting and photographing, and undergo medical examination within 90 days from the date of entry into Russia.
