Checklist for Passing the Fingerprinting Procedure for TPU International Students

Except for citizens of the Union State of Russia and Belarus (arrived from the Republic of Belarus), all international students entering the Russian Federation must go through the following procedures:

It is necessary to make a notarized Russian translation of the passport.

You should get migration registration at the place of residence (On Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation, Federal Law of July 18, 2006, N 109-FZ (as amended on February 24, 2021)).

After migration registration, you should undergo medical exams (step 2), after which fingerprinting must be done (step 3). Both procedures must be completed within no more than 90 days from the date of entry into the territory of the Russian Federation.

You must have medical exams (the service is called Medical examination of international citizens and stateless persons in order to obtain a temporary accommodation, residence permit, and work permit in the Russian Federation) performed at one of two medical centers* that have a special license:

“Healthy Me” (Center for Multidisciplinary Medical Care)

  • Monday through Friday from 8 a.m. to 8 p.m.;
  • on Saturday: taking tests from 8 a.m. to 6 p.m.; 
  • outpatient department from 9 a.m. to 6 p.m.; 
  • and on Sunday from 9 a.m. to 3 p.m.
An appointment is not required.

Tomsk Phthisiopulmonology Medical Center

Address: Tomsk, 68 Krasnoarmeyskaya Street.

Hours of operation: Monday through Friday, from 9:00 a.m. to 5:00 p.m.

The cost of the examination is 3,900 rubles.

We recommend that you make an appointment for medical examinations with those medical organizations that allow it.

To undergo a medical examination, you should have the following documents:
  • Identification document.

  • Migration card and its copy.

  • Visa and its copy (if available).

  • Information about the registration location on the territory of the Russian Federation.

Medical examination of international citizens and stateless persons in order to obtain a temporary accommodation, residence permit, and work permit in the Russian Federation includes testing for infections (HIV, syphilis, СOVID-19, tuberculosis), the presence of narcotic, psychotropic, and other toxic substances, doctor's appointments (infectionist, psychiatrist-narcologist, phthisiatrician, and dermatovenereologist), and lung fluorography.

You must undergo fingerprinting at the Division for Migration, Russian MIA General Administration for the Tomsk Region, within 90 days from the date of entry into the territory of the Russian Federation.

For fingerprinting, you should have the following documents:

  • Identification document.

  • Notarized Russian translation of the passport (except if the information in the identity document is already in Russian).

  • Certificate of medical examination (issued no later than 1 month).


A foreign citizen will be issued a laminated form (a card) with a photo and the owner's personal profile based on the results of fingerprinting.

Mandatory state fingerprint registration and photographing are carried out by the internal affairs bodies once, without the collection of state fees, regardless of the number of entries and exits to the Russian Federation.

“Due to the fact that the mandatory state fingerprint registration and photographing are carried out by the internal affairs bodies once with the issuance of a supporting document that does not have an expiration date, foreign citizens who entered the territory of the Russian Federation before December 29, 2021, have the right to go through this procedure in advance, without waiting for the fact of departure from the Russian Federation and subsequent entry.”

If such foreign citizens fail to fulfill their responsibility to undergo mandatory state fingerprint registration, photographing, and/or medical examination, the issue of reducing their temporary stay in the Russian Federation will be considered.
