TORFL is a required test for applicants to university and college programs. It aims to assess Russian language skills on a six-tier scale and measures one’s ability to conduct basic conversation, and communicate within a workplace context and academia.

|Test of Russian as second language. Level one.||Level one certificate confirms ability to conduct basic conversation in different settings at intermediate level. It required for admission in undergraduate programs.|
|TPKИ-2. Test of Russian as second language. Level two.||Level two certificate confirms ability to communicate at advanced level, including interaction in a professional capacity in fields of social sciences, engineering and natural sciences. Its holder is eligible to apply to graduate schools.|
|TPKИ-3. Test of Russian as second language. Level three.||Level three certificate confirms ability to communicate proficiently in all settings, including professional activities in fields that require linguistic training (journalism, business administration, political sciences, and professional language translation services).|
|TPKИ-4. Test of Russian as a Foreign Language. Level four.||Russian as a Foreign Language. Level four. Level four certificate attests that its recipient is fully fluent and is able to communicate at the level of educated native speakers. It allows to gain employment in areas that require linguistic training, including teaching Russian as second language.|
