On June 29, Tomsk Polytechnic University and the Chinese Academy of Science and Technology Development (CASTED) signed the Memorandum of Understanding. TPU and Chinese colleagues are going to cooperate in various fields, including establishment of a center within the framework of One Belt, One Road global economic initiative.
In 2013, China announced its new strategy of economic development called One Belt, One Road that focuses on connectivity and cooperation between Eurasian countries to ensure direct delivery of goods from the eastern to western part of the continent on favorable terms.
Petr Chubik, rector of Tomsk Polytechnic University, and Hu Zhijian, President of the Chinese Academy of Science and Technology Development (CASTED), put their signatures to the memorandum. According to Petr Chubik, Tomsk Polytechnic University has been actively cooperating with the People’s Republic of China over the past 15 years, implementing a number of joint projects with Chinese universities and companies. For instance, a radiation screening system based on induction electron accelerators called betatrons is already supplied to Chinese companies. Signing of the memorandum is marked as a new round of effective cooperation.
“A significant and unusual event took place at Tomsk Polytechnic University. We signed the Memorandum of Understanding to enhance cooperation in five main areas: research, educational programs, academic exchanges, information sharing and joint events (conferences, symposia, congresses, etc.).
We believe that with the Academy's support TPU can become one of the cross-border think tanks within the framework of One Belt, One Road Initiative.
It is a great economic project targeted at the creation of high-speed railways, autobahns, infrastructure, service facilities, enterprises, etc. It can change the future of Russia and all participating countries. We expect that we will fulfill the role of a center that studies social and economic impact of such transformations,” – said Petr Chubik.
In turn, Hu Zhijian added that the Chinese delegation learned a lot about Tomsk Polytechnic University, visited a number of TPU facilities and laboratories.
“TPU has a rich history, many great alumni and achievements. Tomsk Polytechnic University is one of the leading technical universities in Russia and all over the world. Therefore, we hope that our cooperation will allow us to make a significant contribution to the development of the initiative.
We are happy to cooperate in this field. Once again, we are convinced that the university has a strong potential, and its contribution to the study of the initiative will be significant.
The projects presented to us at the university are directly linked to the concept of One Belt, One Road Initiative. We studied joint projects of TPU and Chinese universities and want to make Tomsk Polytechnic University even more famous in the world. We hope that it will be one of the goals of our cooperation,” – he added.
CASTED representatives arrived to Tomsk on a visit within the framework of the International research and practical seminar National Barriers and Drivers for RRI Principles, run by the Institute of Humanities and Social Technologies of Tomsk Polytechnic University. Together with TPU representatives, as well as delegations from Perm, Norway and Germany, they discussed social responsibility of research and innovation.
According to Petr Chubik, it is planned to unite the efforts of the entire Tomsk academia to activities of the center. Hu Zhijian emphasized that any university or organization not only from Tomsk, but also throughout the country is welcomed to partnership.
Chinese Academy of Science and Technology Development (CASTED) is a unit of the Ministry of Science and Technology of the People’s Republic of China. The Academy was created by the order of the Chinese Government in 1982. Since 2013, implementation of the strategy of science and technology complex development has been CASTED priority. The Academy studies such basic topics as the development of interaction between science, technology and innovation in China, innovative incentive mechanisms, direction and ways of innovation development, as well as methods of innovation management.
According to the Embassy of the People’s Republic of China, CASTED makes a significant contribution to scientific, technological and innovative development of China, devising a scientific and technical strategy and preparing proposals for state policy effective implementation for consideration of the Ministry of Science and Technology of China.
